Innovation Authority
The Innovation Authority is an independent authority responsible for promoting innovation in the State of Israel.
The Innovation Authority deals with:

The authority is organized in a structure of six innovation arenas - Each arena targets a different target audience and provides a comprehensive response to its changing needs, whether it is a startup entrepreneur, or a mature company developing products, an academic research group interested in developing a product or an enterprise that wants to introduce innovation and leverage its activity.

Intended for early-stage entrepreneurs who wish to formulate and promote an innovative technological idea, through a grant for the initial research and development phase, towards the phase of proving the feasibility and/or building an initial prototype. The purpose of the track is to help prove the technological feasibility and business applicability of the project to further develop the idea.

A grant at a rate of up to 85% from the approved budget up to a grant ceiling of NIS 200,000
Arena Growing companies
This arena is intended for startups and companies in growth stages, mature companies and R&D centers and it helps to promote
the competitiveness and technological leadership of these companies in order to increase their growth rate and potential.
launch track
A program that offers advance approval for a multi-year grant at a fixed grant rate, investment in all the company's activities and lowering risks for private investors.
The criteria:
Technology - the level of technological and functional innovation of the product, including its level of complexity and depth. The technological challenges of the R&D program and its feasibility.
– business potential - The company's business-economic growth potential following the success of the program, including business potential, size and growth rate of the market, the competitive advantage and the market validation carried out.
– economy and capital availability - The excess return to the Israeli economy, including the activity of the areas where the availability of capital is low from specialized investors, high market penetration challenges and potential for the development of an entire company.
- Company capabilities - The ability to successfully complete the program and reach a financial milestone. In terms of management, technology, business, marketing, achievements so far, applicability of the program.
Companies that meet the conditions of a preferred company (one of the entrepreneurs holding at least 33% are from a population underrepresented in high-tech (Arabs, ultra-Orthodox and women), or whose place of business is in Development Zone A, will receive an addition of 10% on top of the grant, in all tracks.
All R&D components will be carried out in Israel, by Israeli residents, unless the research committee is convinced that carrying out outside Israel is essential.
The R&D will be carried out by the applicant or by another party as mentioned in the application plan.
The applicant will be the owner of the knowledge derived from the R&D and all the rights derived from it.

This arena is intended for factories and manufacturing companies interested in developing products and implementing new technologies.
Prepares R&D for companies in the manufacturing industry
The Preparatory Track is a complementary tool operated by the Innovation Authority for the benefit of the manufacturing industry, which is designed to help companies that have never experienced R&D and leading innovation processes, or companies whose R&D activities need focus and guidance, as part of this track, the companies receive participation in the financing of consulting expenses.
What do you get?
Grant at the rate of 66% from the approved application budget (maximum budget of NIS 75 thousand). Companies in National Priority Area A are entitled to support at the rate of 75% from the approved application budget (maximum budget of 100 thousand NIS).
R&D track - R&D in the manufacturing industry
This track is aimed at industrial plants that are interested in implementing technological innovation processes through the development of innovative products, improvement and development of existing products, or development and improvement of production processes.
What do you get?
Support for a rate of 30% – 50% from the R&D expenses of approved programs.
Addition of 10% to R&D files carried out in development area A.
An addition of 10% if at least 20% of the approved budget of the case will be carried out at a recognized institution of higher education or an industrial application center.
Exemption from the obligation to pay royalties.
Arena the technological infrastructures
This arena is intended for entrepreneurs, companies and research institutions that wish to cooperate in the field of research and development.
The arena offers a variety of support grants for applied research and platforms for collaborations between entities.
Magnet collectors
This route offers grants for cooperation in R&D within the framework of Maged (an association of industrial companies and research institutions for the joint development of technologies).
The various associations in the track enable engagement in long-term R&D and create a supportive work environment.
For the industrial companies - the cooperation with other companies and research groups from the academy helps in the development of breakthrough technology.
For the research institutions - the cooperation with the industry promotes the commercialization of the academic research products, as well as the understanding of the market needs.

The rate of the grant given as part of Magad:
- Israeli companies will receive up to 66% from the approved budget.
- The research institution will receive 100% from the approved budget.
Commercialization of knowledge - from a research institution to an industrial corporation
This track is designed to help develop groundbreaking products through the commercialization of knowledge from a research institution to an industrial corporation.
What do you get?
An applied research grant at a rate of up to 66% from the approved budget, up to an amount of NIS 3.4 million, for a period of up to 24 months.
Grant recipients are exempt from paying royalties.
Arena The international system
This arena is intended for companies that wish to develop into international markets and through it you can receive matching grants and assistance tools in the penetration of technological developments into international markets
Track 37 - Increasing the participation of Israeli corporations in the European framework program Horizon 2020
The track provides budgetary support to companies wishing to apply for the European Union's Horizon 2020 framework program
What do you get?
Track 37 A - grant at the rate of 75% from a budget ceiling of NIS 40,000.
Route 37 B - a grant at the rate of 85% from a budget ceiling of NIS 70,000.
R&D with multinational corporations
The track provides support to Israeli companies for collaborations with selected multinational corporations in commercialization-oriented development projects of new technological products or upgrading existing technology. The track provides an opportunity for Israeli companies to work with selected multinational corporations and a financial incentive funded by the Innovation Authority in order to spread the existing risk in financing the project.
What do you get?
Financial support at a rate of up to 50% from the approved R&D expenses of the Israeli company.
Companies operating in development areas are entitled to additional support of 10%.
Companies operating in the Gaza surrounding area are entitled to additional support of 25%.
Bilateral R&D
The track provides support to Israeli companies that work with foreign companies on commercialization-oriented development projects of new technological products or a substantial upgrade of existing technology. The track provides a financial incentive funded by the Innovation Authority at the same time as foreign government bodies of countries, provinces and leading cities around the world. In addition to receiving a financial grant that makes it possible to spread the existing risk in financing the project, the route also offers assistance in searching for foreign technological partners..
What do you get?
Financial support at a rate of up to 50% from the approved R&D expenses of the Israeli company, and corresponding support from the foreign government for the foreign company's expenses (varies according to the foreign government). Companies operating in development areas are entitled to additional support of 10%.
Companies operating in the area surrounding Gaza are entitled to additional support of 25%.
Binational funds
The track provides support to Israeli companies that work with foreign companies in the US, India, Singapore and Korea on R&D projects of new technological products or a substantial upgrade of existing technology. The route provides a financial incentive in the financing of the binational funds that allows to spread the existing risk in the financing of the project. In addition, the route also offers assistance in searching for foreign technological partners.

This arena was established in order to encourage developments that respond to challenges in social and public fields, alongside increasing the number of people employed in the high-tech industry in Israel. She usually works under reader voices and is not available all year round
Government-Tech
The benefit track is the result of a collaboration between the Innovation Authority and the "Digital Israel" national project headquarters at the Ministry of Social Equality, designed to encourage and assist entrepreneurs and corporations that offer solutions to the challenges of the public sector through innovative technological solutions (in the fields of education, health, welfare, economics, law, local government, etc.) .
What do you get?
A grant of up to 80% from the approved budget up to a budget ceiling of NIS 4 million.
Ezertek
This benefit track is the result of cooperation between the Innovation Authority and the National Insurance Funds. The purpose of the track is to encourage research and development of technologies that assist people with disabilities, in order to enable this population to integrate into society and the employment market.
